Cavalier County Meeting Minutes
Commissioners Proceedings
On June 24, 2008, the Board of Commissioners of Cavalier County, North Dakota, met at the Cavalier County Courthouse in regular session with all members present. Chairman Richard Flanders presided and proceeded as follows:
Harold Nowatzki made a motion to approve the minutes, seconded by Neil Romfo, motion carried. Neil Romfo made a motion, seconded by Harvey Hope, to accept the County Equalization minutes, motion carried. The board reviewed the audit of claims and the following, upon motion by Harold Nowatzki, seconded by Harvey Hope, were approved for payment:

Neil Romfo made a motion to approve Kadrmas, Lee & Jackson to do the construction engineering for the chip seal coat project on Highway 55, seconded by Harvey Hope, motion carried.
Budgets and graveling was discussed.
Harold Nowatzki stated we could be expecting a bill from RDO, since his district had some work done on the motor grader.
Terry Girodat, Maintenance, met with the commissioners to inform them of many leaks on the courthouse main roof. The commissioners informed Girodat to get bids from Target Roofing and Linfoot Roofing. Girodat will bring the bids to a later meeting.
Terry Johnston, Road Supervisor, met with the commissioners to discuss the graveling that still needs to be done on the FEMA roads. Johnston informed the commissioners of questions on the haul roads for the wind towers, and he state he will be meeting with the townships and Close Construction to determine satisfaction on what has been done. County Road 13 (Alsen Road) was also discussed with a grading project coming up in 2009 and resurfacing in 2010. Johnston stated he would be talking with Jon Markusen at Kadrmas, Lee & Jackson to get any further reports on work he has done on this project. There was some discussion on the crack sealing the summer oil crew has been working on. Johnston informed the commissioners that all the projects were coming along as planned. Johnston brought up ordering posts for signs, and it was decided he would order 50 posts for the county.
The Father’s Day storm was also discussed, and Johnston informed the commissioners that the county shop in Langdon has many shingles missing from that storm. Johnston will check with three different contractors in Cavalier County to get bids on re-shingling the shop.
Harold Nowatzki made a motion, seconded by Harvey Hope, to transfer $38,420.48 from Special County Highway to Road and Bridge Fund, motion carried. Neil Romfo made a motion, seconded by Harvey Hope, to transfer $35,000.00 from County Poor Fund to Social Welfare Fund, motion carried.
Jill Denault, Social Services Director, met with the commissioners to discuss salary adjustments and differences in years of service. There was quite a bit of discussion on sharing of services, education and training, and the required training for Social Services. Jill Denualt, Jerome Dosmann, Holly Fetsch, Susan Fetsch-Crockett, and Jeannette Schefter were at the meeting to represent the Social Services salary committee. There was more discussion on the cost of living increases that have been needed over the years. There will be more discussion on this at a future date.
Karen Kempert, Emergency Manager, met with the commissioners requesting a signature from them on a Memorandum of Understanding with Ramsey County. This would allow Cavalier County to use sources in Ramsey County if we had a disaster, and they would in turn be able to use our services. Kempert also informed the commissioners that June 12, 2008, Cavalier County was declared a North Dakota storm ready community by the NWS Public Awareness, Grand Forks, North Dakota.
Harold Nowatzki made a motion, seconded by Harvey Hope, to approve the Beer and Liquor License for Hank’s Corner, motion carried. Harvey Hope made a motion, seconded by Harold Nowatzki, to approve the Beer and Liquor License for Jack’s Bar, motion carried. Neil Romfo made a motion, seconded by Harold Nowatzki, to approve the Beer and Liquor License for Mecca Lounge, motion carried.
Devils Lake Basin Joint Water Resource Board had provided their budget for 2009. Harvey Hope made a motion, seconded by Neil Romfo, to approve two mills for the Lake Basin Joint Water Resource Board, motion carried.
There was some discussion on the county’s obligation for an access road in West Hope Township. They will get more information on that and review it with the State’s Attorney at a later date.
There was some questions on the agenda for the next meeting. Harvey Hope informed the commission about the bus tour on June 25, 2008 from 9:00 a.m. to 3:30 p.m. at Mt. Carmel Dam, and invited them all to come.
